Solving Naxal Problem in Bihar with Human Right:  A Challenging Task

Abstract

The Naxalite movement first came into existence in the late 1960s, when Naxalbari in west Bengal became famous as the left-wing revolt.  Since then, it is accepted as the greatest threat to law-and-order problem within the country.  The movement has now replicated to the hilly, forest and backward regions of around eight different states, with more than 155 districts.  It is mostly active in the tribal, hilly and backward areas spreading from Andhra Pradesh, Bihar, Maharashtra, Karnataka, Jharkhand, Madhya Pradesh, Orissa, Chhattisgarh, & Tamil Nadu. In South Bihar, districts like Aurangabad, Rohtas and Gaya are badly affected.  Naxal violence has resulted in the death of over thousands of innocent people as well as security professionals.

Naxalism justified this kind of militancy and violence armed struggle, by the farmers and tribals who accepted communist ideology. In spite of Naxalism being termed as the most serious problem in Adivasi and rural areas, the socio- economic problems are actually much complex in the form of unemployment, poverty and an untold number of socio-economic injustices and abuse. From the last 15 years Bihar has achieved phenomenal growth in the field of infrastructure and rurales certification, so now security professional is better access to remote areas that resulted into dramatic fall in naxal problem.Proper enforcement of land ceiling laws as well as proper utilisation of the funds provided by the government to the down trodden could be the solution to this problem. The central reason for the multiplication of naxalism is the vast exploitation of the poor and the scheduled castes.

Naxalites were powerful and very effective in some districts of Bihar but at present time situations are changing,in north Bihar districts like Muzaffarpur and Vaishali are totally free from Naxalism. Once both the district were epicentre of naxalism.Various employment generation scheme like Jeevika, Tola Sevak and other, run by state government is actually a game changer for rural people. Finally, the way state government is handling the naxal problem is remarkable and very soon all such problems will be eliminated and eradicated completely.
